report on DARE activities and involvements in 2016




To run a non-funded network with the aim to strategically advocate for EDC/HRE always means to compromise and cooperate. Therefore again we are surprised what our members and board colleagues have done within and on behalf of DARE in 2016! The DARE network cooperates with a lot of different partners in and outside the membership!

In 2016 policy papers were drafted and communicated on the following topics:

DARE ON STAGE // ACTIVITIES AND ADVOCACY:
On several activities relevant for European EDC/HRE work DARE was present and made contributions, namely

·         FRA – Fundamental Rights Forum Vienna, 19-23. June (Borislava Daskalova, BNHRE chair of DARE) FRA Meeting in Vienna – 19-23rd of June 2016
DARE was present  in the following workshops: Culture of Human Rights Now;  Empowering rights holders – focus on LGBT communities; Fundamental rights in crisis – refugee integration.
Two inputs were presented: on Human Rights Education`s importance of migrant and refugee integration, covering the perspectives and leaning needs of the hosting and migrant communities; on the gaps between formal and non-formal EDC and HRE in Eastern Europe, specifically when it comes to the issues of gender, minorities or refugees.


·         Lifelonglearning Platform GA, Bratislava, 30. May- 1. June (Borislava Daskalova, BNHRE, chair of DARE)
DARE was presented during one of the workshop with the EDC for all project.
Various options for partnership within the Platform and development of new projects have been discussed.  Following that, several organizations received information about possible membership in DARE and I hope this could be an option for enlargement of our network.
A conversation was held with the Head of the Grants Department of Vishegrad Fund, Mr. Sykora, concerning opportunities for DARE to apply for HRE projects in partnership with Vishegrad countries.
As a follow up of the event, DARE proposed and carried out a session in the LLLP week in Brussels (10-13 October 2016).


·         High Level Colloquium on "Promoting inclusion and fundamental values through education - A way to prevent violent radicalisation" organised by the European Commission (Directorate General for Education and Culture) on 26 May 2016  During the colloquium the impulses for a follow up of the Paris declaration were shared and debated. From specific importance for the DARE network was an emphasis on the interconnectedness between formal, informal and non-formal education. Therefore schools need to open themselves and be part of local coalitions between for young people relevant stakeholders in society and education providers. All together need to build inclusive learning environments where citizenship as a key competence may be developed and civil engagement practicized. Nils-Eyk Zimmermann attended the meeting on behalf of the DARE network and shared DARES position paper to the Paris Declaration.


·         COE HRE Forum Budapest 4-8. October 2016
The 3rd Compass Forum on Human Rights Education aims at strengthening the quality, recognition and outreach of human rights education with young people in the Council of Europe. It has the following objectives:
·          To evaluate achievements since the 2nd Forum and discuss recent developments in the understanding and practices of human rights education with young people
·          To prepare and contribute to the review of the implementation of the Council of Europe Charter on EDC/HRE with input from the youth and NGOs sectors
·          To address challenges and future goals for human rights education, especially through youth policy and youth work
·          To make proposals for the further development and sustainability of Education for Democratic Citizenship and Human Rights Education in the Council of Europe
·          To support exchange and cooperation between stakeholders from formal and non-formal education fields concerned with EDC/HRE
·          To enhance the recognition of the role of young people and youth work in EDC/HRE.
DARE members were vitally involved in the Forum and contributed to several Workshops as resource persons, rapporteurs, discussants, namely:
·          WS Access to power: participation and citizenship, facilitated by Mark Ludwig (Advisory Council on Youth);  resource person: Matia Losego (Dinamo, Portugal)
·          WS Crisis of democratic culture and nationalism, facilitated by Anca-Ruxandra Pandea (Council of Europe Youth Department);  rapporteur Georg Pirker (AdB);
·          Panel: Global development for human rights education, Frank Elbers (Human Rights Education Associates)
·          WS Mainstreaming human rights education in youth work, Georg Pirker (AdB)
·          WS Advocacy for human rights education, Matia Losego (dinamo)
·          WS Perspectives and opportunities in and for human rights education with young people -   roundtable with stakeholders and partners of the International Contact Group on Citizenship and Human Rights Education, Frank Elbers (HREA)

  
LLL- Week Brussels 10-14th October
Policy panel: Intercultural and citizenship education - Non formal learning approaches to advance the Paris process
One year and a half has passed since the Declaration on Promoting citizenship and the common values of freedom, tolerance and non-discrimination through education was adopted by EU Education Ministers in Paris. So far, the measures put in place by governments to advance the process started in Paris are mostly targeting formal education, namely by including the compulsory subject “citizenship education” in the curricula. But this means leaving out an important part of educational providers and stakeholders, and not implementing the Paris vision in the many learning environments. Indeed, non-formal learning approaches should be recognized within and outside school to make sure citizenship and intercultural education are learned in practice. Also, educators should be provided with innovative and experiential learning tools to develop these competences. 
This event aims to assess the implementation of the Paris declaration so far, especially at national level, and provide examples of how non formal learning approaches in the field of intercultural citizenship and human rights education can contribute to the process.
For DARE Nils-Eyk Zimmermann (MitOst) and Evgenia Kholroltseva (Menneskerethigetsakademiet NO) participated as resource persons to the policy panel/Workshop, which was co-organized by EFIL and the DARE network.


NECE 2016 Zagreb: 10.-12. November
The cooperation with the NECE platform is well established, again in 2016 DARE is organizing key advocacy sections within the NECE conference.
Also several DARE members are active in the NECE focus groups which work on specific questions of EDC in a European context.

Ø  Education Policy Panel: Future trends and programmes on citizenship education 12. Nov 2016
By focusing on the current key processes in European education policy the panel will address the question of what NGO´s as citizenship educational providers can do in their work with the European policy frames. How to advance these processes from the perspective of their educational work?
Policy frames: review process of the Council of Europe Charter on EDC/HRE; the process of drafting a recommendation of the Committee of Ministers to member States on Youth Work; EU-Declaration on Promoting citizenship and the common values of freedom, tolerance and non-discrimination through education (March 2015).

Time- consuming but important: evidence from non-formal EDC /HRE work. As there is no publication channels on a European level, at the DARE BLUE LINES PUBLICATIONS remain one of the very few free to use European series on non-formal EDC/HRE work.
